Abstract
This study examined the impact of the COVID-19 pandemic on the management and operations of the City of Saint Paul's Parks and Recreation Department (SPPRD). Following the pandemic, SPPRD was ranked as the second-best urban park system in the United States, reflecting its successful adaptation to the new normal. Through interviews with ten employees with SPPRD since before the pandemic, this research explored the changes implemented in response to COVID-19 and their long-term effects. The study found that significant adaptations, including enhanced safety protocols, increased use of technology, and modified communication strategies, were crucial for continuing recreational activities. The results revealed that while some changes, such as safety measures, might become permanent, others are subject to future evaluations and possible revisions. These findings contribute to understanding the resilience and flexibility required in managing recreational sports during a crisis and provide insights for future policy and decision-making to ensure the sustainability of recreational programs.
