Abstract
Fred Primoli was a small business owner in Saint Paul, Minnesota in the mid-to-late 1970s. Mr. Primoli was the head of the Citizens Opposed to the Stadium Tax (COST), a bar and restaurant owner's group protesting the development of a downtown stadium, the Metrodome, in Minneapolis, Minnesota.
