Abstract
This is a research paper that documents the rich history of the Dakota, Minnesota & Eastern Railroad's (DM&E) proposed expansion through Olmsted County in Rochester, Minnesota. The specific time period of the information presented begins with this writer's gathering of information from February 2001 to October 2001. At the conclusion of this historical review, it is imperative to note that the final decision from the Surface Transportation Board (STB) is still pending. The author will clearly outline the two important issues and controversy surrounding the project. The information presented will encompass the environmental and economic impacts as reflected by the local media, finance dockets prepared by the Section of Environmental Analysis and the Surface Transportation Board in Washington, D.C.
The goal of this historical review is to present an objective analysis in order for the reader to formulate an informed opinion on the proposed expansion of the DM&E railroad project through Olmsted County.
