Abstract
This study examines the prosecution rates for people charged with Domestic Assault in the Third Degree in Minneapolis' Fourth Precinct. The study looks at two periods of time. The first, being the years: 1991, 1992 and 1993, before the Violence Against Women's Act of 1994 (V AWA). The second time frame includes the years, 1998, 1999 and 2000. The purpose of the study is to determine if domestic assault investigators referred more cases to the Hennepin County Attorney's Office (HCAO) after the laws went into effect. Also, the author attempted to verify if the quality of investigations has improved during the post VA WA years. The findings indicate that there was a slight increase in cases referred to the HCAO during the years following the newly enacted laws, furthermore the quality of the investigations where more thorough. This is evidenced by the higher percentage rates of those cases charged by the HCAO during the post VA WA years.
