Abstract
The purpose of the thesis project is to research, design, and construct a concise Human Resource (HR) reference guide for managers and supervisors. This project is focused on providing the managers and supervisors at a local government agency the necessary tools and information to assist them in developing their individual leadership and management skills. Ultimately, as the information contained in this project is distributed and implemented, a consistent method of applying these principles will ensure all employees are dealt with fairly and equally by their supervisors, as they carry out the mission, policies, and directives of the organization.
