Abstract
The purpose of this project was to provide a comprehensive procedures manual for the Section 8 Program staff at the St. Paul Public Housing Agency. It was important that the manual be easy to use, adaptable to frequent changes, effective as a training tool and assist in ensuring consistent application of agency and program policies and procedures.
